There are a lot of different factors that can play into this, but chief among them is that the toy in question must be designed in such a way as to encourage the cat to either chase or pounce. Cats play and hunt essentially the same way, by chasing the object of their desire, pouncing on, and then wrestling with it until they feel it has been submitted. What makes it playtime or lunchtime is the factor of whether or not the object in question is in danger of being eaten.
